From a balance standpoint, why should any champion in the game have burst damage and sustain damage?
Meaning they have burst focused kit but have a decent form of sustain damage?
example syndra: Burst kit with sustain Q

Well the whole category of ADC.
By mid-late game, their every auto is a burst, and if they don't kill you with their first AA don't worry the second one 0.5 sec later should do the trick.
HURRAAAYYYYYYYYYY
Why are so many champs able to deal sustained damage with their Q.
Why do ability based marksmen like
,
,
,
,
&
have both burst and DPS for sustained damage.
Why do mages, bruisers, assassins, marksmen, supports and even some tanks have sustained damage and burst damage!
Sigh so many people missing the point.
When I say burst and sustained damage, I mean a LOT of short term damage while still maintaining decent long term damage.
Like Ziggs, ziggs can EQRW not necessarily in that order, but the persisting E, low cooldown Q, and passive gives him decent long term damage as well
My point is, it's ridiculously common to have a form of persistent damage on top of having burst damage. Most champs have an ability that they can spam like nuts late game, the most some of them need is a target, many don't need that much. Mid game even you see stuff like this. About the only point you don't see many champs going spam happy is early game due to mana constraints.
Because they're probably easy to kill or their damage is insignificant/reliant on the pattern to function. Examples;
