Best Value (IP to quality) Champions?

Quick summary: Rate top tier champions that cost little IP highly, rate low tier champions that cost 6300 IP the worst, and fit the others between accordingly. Would love a complete list, or at least a "best first X champions to purchase when starting League as a new player."

Full version: I'd love to get an idea of what champions are the most worth hard earned IP. Especially for newer players who have a very limited and slowly expanding champion pool, this would be incredibly helpful. I think the things to take in to account would include Cost of champion (IP) Champion's tier (in current meta) for their best role Number of roles champion is viable in (for example, Jax may not gain huge value as being a mediocre top laner, but would gain value for being able to jungle reasonably as well) Ease of play (less important as early purchases often become mains, but still worth noting since players may get turned off of the game if their "best buy" champion is too hard to play) Best-value-in-role bonus (basically to prevent a specific role from not having any champions at the top of the list - would be ideal for a player to have a champion for each role before doubling up).

To get it started: Tristana would be #1, as she's free from a Facebook 'like' and is the most meta ADC in the game right now. Morgana would probably be near the top of the list. At 1350 IP she's a cheap buy, and is one of the best supports in the game, while other top tier supports like Thresh and Nami are still 6300 IP. One could argue that Alistar should be the best support (as he's free from either twitter or youtube, I can't remember) but I would say Morgana is a lot easier to play as a new player. Junglers might include Master Yi (at 450IP he's a steal!), Evelyn (1350), Udyr (1350), Amumu (1350), and I think there are a few more fairly cheap yet viable junglers. Top lane might include Jax, Mundo, Ryze, or Master Yi as cheap options. Nidalee at 3150 might just make it since she's currently very meta. Mid lane is tough as the best mid laners are all very expensive (4800 or 6300). Maybe Lux at 3150, or Ryze is quite cheap (is he often mid or top?) I'm probably missing one, so please fill me in!

Would love some insight on who you think are the champions most worth your IP. Feel free to give high ratings to even 6300IP champions if you think they really deserve it, but please try to be reasonable! Ideally I'll make a list that can say "These are a good first X champions to buy that cost reasonable IP in total while rounding out a solid champion pool for any role in draft play."

Kayle, definitely Kayle. Bearing a cheap IP price of 450, Kayle bears by far the most bang for your buck. She's strong in every role besides AD carry and can be a nightmare at all stages of the game. She was also a permaban in Ranked play for some time due to her late game potential. In particular, the Korean Solo Queue players came up with the idea of using Runann's Hurricane on her which made her teamfight power insane with splash damage.

Right, she was actually one of my first buys too (tristana free first, then jax and kayle). I haven't seen her played since the huge nerf to her e and r though, but since her e has been brought back a bit she's probably a solid buy.

She is. I main Kayle jungle and I can tell you she's still viable. Her R was never a problem for me even after the nerf.
