What if thunderlord's did 10 + 10 per lvl + 7% of your max hp per nearby enemy champion in damage?

Even if it wasn't aoe. Would this be fair? It's just about as easy/difficult to proc as CoC. It would at least cancel out the CoC that the enemy just proc'ed (not really, since mr), so it would be fair, right?

CoC's shield disappears after 4 seconds, so the full value usually isn't used.

In addition, you can just hit someone else while the shield is up.

The value needs to be nerfed, but that is about it.

Who knows? It changes TLD so far from its actual intended purpose that it's no longer really TLD, so your comparison is pretty invalid since the masteries have entirely different purposes. It's like comparing Sion to Kled and saying "lol what's the point in Sion Kled's so much better" because they have superficial ult similarities.

Well actually Tlords and CotC's difficulty in proccing much depends on the champions kit - say, I may proc CotC badly by 3'rd Q clipping with Riven, while in order to proc Tlords I'd have to go in for more of a trade, whereas someone like Braum not counting his ult must proc Tlords before CotC with his passive (if he's alone).
