yes that's something true, she has to wait to get it i forgot that
but in teamfight it doesn't matter, she uses it on a single target
then the target has to either back (4v5)
or stay but then gets a 2 sec charm+35% MR shred
and no matter which target you are (tank or carry) this will be a huge problem for you
35% mr shred? if you have 200 mr that's -70 mr or something
now imagine the enemy mage ACTUALLY having void staff, suddenly the mage would combo you like you're an actual squishy target
That's really not how the teamfights work out.
Eve can cast charm on her target, if it's a tank, well, they're soaking up a lot of threat and Eve's full combo and a ton of pressure is relieved from the carries, especially since Eve doesn't have a real gap closer for them, and they now know her location. The way this plays out just depends on how well either team can capitalize on their respective advantage received and the team comps in general.
If she casts it on a carry, they can simply position within their team, as the charm points directly towards her upon completion, they'll know which area to avoid, and their teammates will no where to pay attention to in order to peel. Later on, she'll generally find more success trying to assassinate carries without her W rather than announcing her arrival.
If they simply back off, it's not actually a 4v5, as Eve isn't directly participating either, and they can simply go in once the mark has worn off or Eve reveals herself.
For whatever reason, Riot wants her to have a slump of an early game, keeping her more viable as an Assassin lategame instead, which I agree is strange, and probably why her kit breaks a lot of general assassin rules.
