It says that it'll become legacy after Snowdown 2019,so it'll only go away at the end of the next year.
So Riot is likely planning to release a regular skin for Neeko before then.

A similar thing has happened to Kalista. Right now, only her launch Blood Moon skin is purchasable, with her two other skins, Championship and SKT being avalible only on tournament events. And judging by how hated and impossible to balance Kalista is, i doubt she will be recieving a new skin, or be remebered by Riot in the near future.
But, for all we know, future champions might be released without a purchasable skin. Instead, their skin will just be a "Prestiege" edition of the classic champion skin, requiring players to complete impossible tasks and purchase overpriced passes to obtain.
I may or may have not given Riot a disgusting idea.

.......Yes, the holidays of 2019. As in next year. As in a full year for her to get another skin before the holidays 2019. Lucky for her, Neeko is a cute champ with a simple silhouette, so it's easy for the skins team to make skins for her. She can fit into a good number of skinlines & her skins will likely sell well, so they won't drag their feet like they do with unpopular &/or non-humanoid champs.
I'll be honest, I thought the same thing when I saw the word "Legacy" next to her skin. It wasn't until I re-read it & saw that we had until Snowdown 2019 to buy it before it heads to the Legacy Vault that I calmed down about it. Chances are Neeko will get a skin between now & then, so this way she has an Alternate Attire to play with.
Launch Skins becoming Legacy are also not an unheard of occurrence as alot of the Older Champions have their first skins locked as Legacy such as;
Only difference is that Neeko is a Modern Day Champion & not one that's been around since 2009-2010.
Honestly, as for other recent cancerous characters (hello 
), she's going to get a new skin very fast, so I'd say who cares ? :/
And after just one year, she will get another one, letting other champs without one in so many years.

I mean every snowdown skin that releases is a legacy skin so the only thing that makes sense is to make it into a legacy skin, I think they are making another skin atm.
If I'm incorrect then so be it but I believe many of the original 40's launch skins are legacy or unavailable
