Does anyone know if Riot plans to give tank junglers a boost?

Towards the middle of season 4 they added quill coat specifically for tank junglers to not get completely outclassed by carry junglers but now in season 5 (or at least preseason) tank junglers are screwed again. I literally have not seen a Rammus, Cho, Skarner, or Shen in the jungle unless it was me (and one Rammus during free week this week). Even cc monsters like Amumu and Maokai I never see unless it's me playing Mao (or Oddone on his stream) or ap Amumu. I never see tank Sejuani in the jungle now (I have seen ap mid Sej 2 times but not a tank Sej jungle once since the changes). I hardly even see a Nunu or Hecarim and I've seen single Zac.

The current tank jungler state is crap. You basically are forced to start gromp since clears are god awful and camps will kick your ass. By the time you have finished your third camp the enemy Lee Sin or Xin Zhao or even a Karthus jungle can already have their doubles and gank a lane.
