This seems to be a left over from the days when tenacity reduced the dual effects of slow moves. Sion's E armor shred is not reduced by tenacity, for example, despite being on a slowing move.
This would be a targeted buff to exactly where Darius needs it: Peeling in team fights for his team.

Tenacity affects the duration of a CC, not the actual effectiveness of the CC.
Unless it works differently for slows?
Rebonack2 votesAttack speed slows are considered 'Slows' by the game's coding right now. So if you get a Frozen Heart anywhere near Yi you'll see CANNOTBESLOWED spammed over him. Since IAS slows are considered the same class of effect as MS slows they get booped by Tenacity.
Also means Frozen Heart amps Torment damage.
