Fix The Relic Line By Adding Immolate (details inside)

I've been complaining about Relic for months now, largely for two reasons: If your laner isn't there, your warding suffers, and unlike the other Gold Income items, you have to rush upgrades for the Relic line, whereas you almost don't want to finish the other two.

My main contention here isn't the upgrades really - I think it's unfair but I'll live with it - if that if my ADC dies a lot, roams constantly, or DC's I'm screwed. So how about this?

If a champion is within X range, the system operate as it does now. If no ally remains in the area, Remnant of the Aspect gains the Immolate ability from the Jungler item

> UNIQUE – IMMOLATE: Deals 12 − 29 (based on level) magic damage per second to nearby enemies. Deals 「 200% bonus 」 magic damage to minions and monsters (325 range).

The caveat here being that in order for the person with Relic to get the gold applied to the Quest, Immolate has to be the killing blow. I'm making a point to say it's only Remnant because that would be a gate behind which it would only make sense for the Supports to take it, and not Lee or other laners.
