Can minions get buffed if both teams are aced?

For example, if it is past 40 minutes and both teams are aced, everyone just sits there awkwardly for a full minute watch Minion TV (trademarked).

It'd be cool that if whenever this does occur, all minions that spawn or have not yet broken their original path into lanes receive a small buff. This way it's a little more exciting to watch just the little guys in action.
