Most of the time when a champion is being played as a tank and being complained about

They are probably abusing something in their kit and/or an item. Don't give me the "they are forced to play tank because they are weak" shit when they are having winrates like 55% and playrates like 12%.

Disclaimer: sometimes champions are complained about anyways just because they are pure aids when played as a tank. For example tank ekko was still rage inducing for some even when tank ekko was something like 44% winrate 2% playrate. This rarely happens though.

either he's been tank shaco since 7.2 (no) or he's not hurting as bad as you are saying he is. Yes he switched to AP at some point (can't remember since i took a break from 7.2 to like 7.5 but his burst was still fine.

The reason why people complain about champions like Ecko is because Riot stuffs %max hp damage, %True damage, or % hp damage into every kit now. Then, when the champion because overpowered, they nerf the scaling of the AP/AD. The result, it's not worth building full ap/ad because the scaling is crap. You turn to building like a bruiser/tank because the % damage is enough considering you live a lot longer.
