@Runes reforged team - "meteor" rune and displacement abilities

Could you somehow rig meteor not to proc on displacing abilties? There are champions who sometimes open their combo with a displacement, and in that case if meteor procs, they will effectively waste it, as they made their enemies dodge it.

The rune would be accessible to a few more champions if in that case it didn't proc, so they can use it on their next ability. Now, not all runes need to be a good choice on everyone, but I see no reason not to add this interaction, delaying the proc a bit doesn't seem to negatively affect either the user or the victim (anymore than regular users of 'meteor' would).
