I feel like GLP and Protobelt should trade some stats
Like, to me it would make more sense for 
to have 60 AP and 10% Cdr, and 
to have 80 AP with no Cdr.

MunchCrunchLunch1 votesnobody would buy GLP then. GLP is already a gimped ROA basically ROA with no scaling and an active. its active. is meh. the damage is pretty lowish. very situational. its not underpowered but its fine as is. maybe a small buff to active would make it more popular.
