I don't wanna just QQ about a champ

But what the actual fuck am I supposed to do against Xerath? I may be a bit rusty with Ziggs, but I have never lost a lane so hard. He just seems so much stronger than Ziggs. Abilities are easier to hit, passive is a billion times more useful for a long range mage, cooldown on ult is shorter, range on everything is longer, early game is stronger, mid game is stronger, late game is stronger.

I'd start playing him if I didn't find him so damn boring to play. Any tips are welcome.
