Storm raiders doesn't go off if you kill a low health target....
I've been messing with storm raider to see if it is actually worth it. In testing, I noticed there are times the keystone did not proc even though I expected it to. I kept ignoring this thinking I just did not notice the animation because it is kinda hard to tell when it procs sometimes.
After further testing, I realised there was a logical reason why it may have not been procing. If the target is low and health and you proceed to burst them, it simply will not proc as you have not done enough damage.
I can't imaging using this as an assassin as it can throw you off in the middle of a fight.
Do you think this keystone should be a little more reliable in the way it procs?
