The only way Cassiopeia will ever be healthy again is if...+

A.) They revert her rework, retain the bug fix to Twin Fang's cooldown proc

or

B.) Return the scaling AP ratio back onto Twin Fang.

A is likely never going to happen, like, ever as much as I wish it would. I much prefer and enjoyed the old Cassiopeia over current. A few patches ago when Twin Fang had its scaling AP ratio based on its rank, it wasn't that powerful until at least rank 4 or 5. Nerfing her mana costs wont solve her issues, as she'll still be able to regain it back easily through Twin Fang's mana refund + 3%. Remove the mana refund though, and she's just going to be pathetically weak. Because spamming is her nature, and she'd just be awful if she was constantly being held back and gated by going oom since her amazing old passive is gone.

As it stands now, laning against Cassiopeia is extremely frustrating and stressful. Then you play as her, and you just feel like a dominant douchebag because you know the enemy really can't do much to retaliate against you other than to retreat and a nasty beating. It's a pity ( although for good reasons ) Riot has removed so many silences, because that was what kept Cassiopeia in line. Silence, preventing her from getting her insane, nasty dps off.

Option a: You think current cass is toxic? try one with more early dmg, better mana sustain and more poke. Yes that is what that will create.

Option b: This will return an extremely steep power curve which was not really good as it felt bad for the cassi player and prevented hre from actually doing anything in lane. With the mana nerfs her all in potential gets reduced as she runs out of mana before you die if you had 100% of your health. Her trades still remain good but her poke is still bad and she still has no mobility.

All in all i would say she is fine now

Current Cass IS toxic. 1200+ ap late game? Heals herself for 150+ by Twin Fang every 0.5 second, which she unlocks this self-sustain at tier 1 on top of her mana refund on her E? Melts squishy targets and tanks alike mercilessly?

Most cases, you're always going to rank up Twin Fang first. You're also most likely rush Tears first, because who can stack it quickly better than Cass? Her mana cost nerfs wont mean much as she gets the stacks going. She's still going to hit level 2 or 3, and just spam E on you and then cooldown by last hitting with her Twin Fang to bring her mana back up. Rinse and repeat. You're going to get zoned at level 2 and 3 no matter what.

At level 2 or 3 she does not have her tear yet. Her zoning there comes from her being one of the few mid lane champions that have a continious damage output. In that sense she is a lot like an adc. On the adc note then the self heal is way worse than that of them and with 1200 ap late game she builds fully squishy so she is not more tanky either.

All in all i can agree with you that her late game is beast as it is meant to be but i do however believe that the mana nerfs are taking her status as a lane bully away which should solve a lot of things.
