Is honor working as intended?

I have yet to see anyone with honor flourish, and I'm fairly certain I haven't even seen anyone with level 3 honor.

Also, I don't seem to be getting keys. I have gotten 3 frags so far since honor launched, and none of them were in the post game. They all came when I logged in the next day. Is this intended?

Key fragments are random after play time, logging in just keeps to be a common time for people to get them, got 2 when I logged in.

As for the honor thing I've gotten it ~11 times and seen others get it a few times too.
