Lower the wait time for remakes to 2 minutes.

While 3 minutes is relatively short, that extra minute of actual lane phase really crushes that lanes chances to grab decent farm. Especially if it is the ADC or SUPPORT. Any half decent bot lane will know to take full advantage of the 2v1 and force the 1 off of the wave while freezing it. This means level 2/3, gold, and item advantages are basically theirs for free. If the Jungler has to go fill a lane, that forfeits any gank or jungle pressure and reveals that their jungle is free for the taking. So by dropping the timer to 2 minutes, right about when players tend to meet their opponents in lane, seems like a better idea. This way, there is not a guaranteed disadvantage for a lane.

To compensate though, the punishment should go a bit down in severity since any d/c has a little less time to reconnect.
