Nasus Q bugged on towers?
I had 800 stacks as nasus and I was only doing 250 dmg to towers with my Q, why is that?

That is correct. Without minions at the tower you and anyone else will do significantly less damage to the tower unless 3-5 of you are there beating on it.
Back in season 2 when towers did not have all these stipulations I could walk under a tower, no minions, with FH, TF, SV, Shureila's and beat the all living hell out of a tower with little to no consequences. Sadly you can't do that anymore.
