how the hell do i lane against aatrox

Usually I play shen when I top, so yeh im a fairly weak laner into non AA centric bruisers. Pre first back hes annoying but manageable, after the first back when he gets some damage and I obviously have to get some armour

just... wtf is that damage, cc and stupid sustain all about, even riven in her season 5 heyday was never that difficult to deal with, I step out to farm get knocked up and slapped around, stay back at the turret farm the melee minions and proceed to get "poked" yes poked when I try to farm the ranged minions.

so someone please enlighten me (and likely some other people) on how to lane against this brute

You need champs who can win skirmishes against him, because he can and will play aggressive. Hit and run champs work best, in my experience. Riven can do it even if you're not superb with her - you should outtrade whenever he tries to engage on you. Use your E to escape the chains, and try to use your Q to dance around his Q, as it's pretty telegraphed. Irelia is another counter who can pounce on him, unload a bit of damage, then get out before his full rotation. Make sure to only go in if he's marked - you want to be able to Q out of his W, or if he dashes away. Some aatrox players will try to chase you when they're reviving from ult - both of these characters can escape easily if it's a tough situation. Fiora and Renekton work for the same reasons, just make sure to have your dashes quickly available.
