making item 3142 only melee I can see the consequences of doing that because then both Quinn Twitch will probably require changes to compensate

and also i remember a Rioter said that if dusk blade became an issue on ranged champions(which it most certainly has) it would become melee only so whats stopping it from being melee only?

They'll more than likely look at both items (youmuu and duskblade) during the coming assassin update. That's probably why they're holding off on them right now.
