Fix Ranked

You can't play champs without a Mastery of 4.
Stop allowing "Fill" in Ranked. Pick the roles you play routinely.
Reinstate the "Unskilled" report option. After 20 games (not reports) of unskilled you should be given a 10-game Normals run before you can play ranked again. 3 games without an unskilled report removes 1 count.
When you block a player, prevent being assigned to games with that player. This would be the largest deterrent to trolls in general.
Players who AFK on a frequent enough basis should be assigned a 10-game Normals run before you can play Ranked again. Remade games do not count toward this punishment.

My entire premise here is that people who play ranked with a cavalier attitude need to be dealt with for the betterment of the rest of the playerbase.

Ok, maybe, why not. I think it's a bit harsh, but why not.
I don't think it's a good idea. Some people really play all roles and have no main. It's not optimal to climb, but what does it matter to others, if they like it like that? They may be playing at a lower ELO than the one they could reach otherwise, but they are still at the ELO where they are as good as their opponent, in average. Why punish these players?
Kinda agree. Riot removed it because it was "propagating the idea that playing bad was a reason to report". I thought that people would still report with a "wrong" reason, and I was against the removal. I'm slowly changing my mind though, because I feel like there are less "report X for feed" when X is just having a bad game than before.
Not possible, too easy to abuse. Especially at high ELO, you could just block/report anyone playing your counters and climb that way.
Players who AFK already face more harsher punishment than just being forced into Normals.

First of all, thanks for having a rational response here. I fully expected to get flamed to hell.

Secondly, the point in all of this is to clean up ranked, so while I hear what you're saying on point #5, that's more about preventing them from screwing up peoples MMR. All existing punishments should remain, but I want to minimize the damage of "sorry my ping guys." it's just really selfish/unfair to people who came to win.

With #4, that's fair. I'm currently suffering through the doldrums of Bronze where you couldn't possibly ban enough people. Since trolls and feeders are less likely to climb, it might be smarter to apply this rule to Gold and below. Again, the goal here is to just make Ranked purely skills based.

Just to comment on #1 - the amount of players who just don't know what their champ does down here is really astounding.

Re: 1) Yeah, but Mastery level 4 is a lot of games. 3 is probably enough, I think.

Re: 5) But what's you want is already in place, that's my point. People who routinely AFK/DC/etc. are detected and punished, and not just by being forced into Normals. They get into a low priority Queue at first, and they can be banned for repeated offense.
