Too many 'passives'... Not enough PASSIVES

So many champions have passives on abilities. Some even on abilities that also have an active effect.

This is an outrage. Not because of the fact itself, but because these passives are not available to 's Ghosts. They need to be. I was excited for Ashe's rework, not for Ashe, but because they made her Q into her passive so her ghosts can use it. That should not have to be the case for champions whose on-hit passives don't have costs.
