In order to make him a healthy Top laner they would have to rework his E and his R to be more than just fire and forget, but instead of doing that they just tacked on a 3 hit mechanic, made his W an actual spell, and added a Dragon. Now they nerfed him into the ground.
Give him a new E. Give him a new R. (Obviously he should keep the Ghost mechanic in some way)
He could have used a full scale rework. Sometimes it's better to wait until you got enough time and resources at hand rather than rush it.
They reworked 4 champions at the same time; of course they were rushed. While IMO Skarner and Garen were a net neutral change whose results were barely worth the effort of the rework, Darius was the only one who came out healthier if overtuned at first.
it's plainly apparent that this is the case, but riot can't ever work efficiently when it comes to reworks so we'll be waiting for ages before anything meaningful happens to him
