For clarity issues, can we...

So there's a few suggestions I'd like to give, for the purpose of clarity of course.

With the new HUD update, Riot introduced the ability to see your team mate's cooldowns for their summoners and ultimates. That's AWESOME, but why do we not get to see their item's cooldowns as well? It'd be greatly beneficial to know when your ally's Hourglass, trinket, Blade of the Ruined King, Talisman of Ascension/Righteous Glory, Deathfire Gasp, etc. are up.

Then there's tooltip for various abilities. It really bothers me when champions like Anivia, Soraka, Lux (although not the case anymore), Syndra and a few others that have the tooltip: "50% more damage." "Double damaged." Etc. It irks me. Sure, some of them are simple enough to do in your head, but at times you can't just glance at it, whip out a calculator and determine how much is 50% when you've got AP stacking up and such.

Then there's surrendering and queue popping. After voting, why can't the surrender box minimize itself into a corner of the screen, or above the minimap and just show then tiny bars of yes and no. I already voted, now get it out of my face. The most obnoxious and annoying of them all would be queue popping. Sometimes I'll be editing runes, masteries, browising the shop or talking to somebody and queue will pop. I'll accept/decline, and it'll just stay there hogging up my screen until either everyone accepts, or 10-15 long seconds.

i have also thought the same thing, sadly riot wants to make everything on screen as simple as possible and less cluttered, if you have noticed almost everything that is important is shoved over to the right side since most eyes tend to glance downwards and plus the way the map is shaped you almost always are already looking over there but dont notice. i wish for the same as you but i dont believe they will put something like that in any time soon to keep a nice "clean and smooth" look.
