They thought they could do something. They were wrong. And now people are castigating them for 'stringing them along' and 'breaking their promises.'

Now, let's be perfectly honest here: They should have communicated better. They shouldn't have taken this long to make a definite statement. But this reaction they're getting is exactly WHY they took this long: they wanted to make sure, 100%, that they wouldn't be able to implement solo queue in a way that they're happy with.
