If the main tank first-buy item for top lane is now geared towards minion damage with no new item introduced to replace it as a first item, then they should bring back Strength of the Ages so that there's actually some payoff for killing minions instead of the enemy.

They removed Strength of the Ages and replaced it with Courage of the Colossus because they wanted to make the Tank Masteries more geared towards tanks, and also because Strength of the Ages was basically being abused by anyone in the Jungle role - even non-tank Champions like Master Yi and Nidalee (who used it for safe-starts, and resulted in some problems not dissimilar to the Devourer enchantment for Jungle Items.)
I don't see it coming back any time soon - but if you want some payoff for focusing on CS, just buy Cull or Jaurim's Fist.
