@Riot You just created a class of players who are immobile and highly tanky...
Right after releasing a champion with scaling %of max health true damage that is reliant upon having more mobility than the enemy. Ever tried playing darius v fiora top? It is disgusting. Even garen suffers. And there's nothing you can do about it. You can't build armor, you can't build health, and you can't build enough mobility to get away.
But it's not just juggernauts. Anyone who is low-mobility high tankiness is countered so thoroughly that all their tank stats might as well be useless. Nautilus, Maoki, Sejuani, etc, all are countered not only by her passive, but by her W which turns any CC onto the enemy. Even without it, she has 2 seperate slows, massive speed boosts and sustain, to boot. A tank is helpless v.s. fiora
On the other hand, range or mobility slaughters her. Less popular tops like Teemo, Vayne and Quinn will blow fiora up and make her damage look inconsequential. Even Gangplank or Gnar, who have mobility, will easily win in a matchup. You could take an AP mid top against her and pretty easily win by virtue of poke and burst, which she is susceptible to.
The goal was to make fiora more balanced, have better counterplay, but the problem is, she counters an entire class of characters to an almost impossible extent and is hard countered by everyone else. That's not healthy, it means she's either OP or UP in almost every matchup. Her passive needs to be adjusted; the % of max health true damage needs to be lowered a lot, and more damage transitioned to either flat true damage or flat damage in other parts of her kit, so that she does decently against both groups instead of slaughtering one and being negligable against the other.
TL;DR: As it stands, fiora is too feast or famine, and needs to be fixed to be more consistent and less of a hard counter to tanks.
