Please for the love of god recognize where her true balance problem is.

***If she is ever viable she will always be broken. ***

Why?

Permastealth at level 1. No matter what you do if she is even slightly viable she is completely broken. Laners can not trinket against Evelynn until level 9. Laners can not start a pink ward at level 1 without sacrificing their lane power. This right here is sheer power that does not belong in League of Legends style of game play.

How to fix this with simplicity? Put her permastealth as a passive on her ultimate(and scale the sight range you can see her on ranks). This shifts her map pressure to level 6 from level 1. Laners can actually prepare for her permastealth without sacrificing their lane power.

That's all you have to do. But as long as her permastealth is at level 1 she will always be broken if viable.
