Item Ban(sort of)

So beause certain Items are so disgusting on certain champions, riot has had a history of attempting to 'ban' the item from that champion. when Bot Lane was abusing jungle camps for bonus XP they shifted the jungle XP into the jungle items, and then shifted it again when they made those items only purchasable if you had Smite. Again, certain Items are Melee only and Ranged only, because there was fear of or had already been abuse.

So why not ban items, or at least limit their funcionality on champions that abuse the item, like Jax and Spear of Shojin. Food for Thought..
