What are the goals with the PBE changes on Shy
Specifically the ap ratios. Is this an attempt to make guinsoo's a more efficient buy? Or are there other options that this is supposed to open up?

It's more just that if you decide to buy Guinsoo's or Gunblade or any other item with AP, you shouldn't feel quite as punished.
Actually, Hextech Gunblade is a rather interesting item on Shyvana, imo.
- The on-demand slow gives you closing/sticking power.
- AP and AD fuel the damage of your abilities
- Shyvana deals SO MUCH DAMAGE, turning 15/5% of that damage into health gives her a lot more uptime
Remember, Shyvana also gets an Armor/MR steroid, making both flat health and health regen effects more potent for her. With Gunblade, all your on-hit damage (from Fervor, W and E) heals you for 15%, while incidential AoE damage (Sunfire Aura, W) heals you for 5%.
I don't know if you already played back then, but in S2, after the rework of Twisted Treeline, Shyvana was one of the champions who broke the old Lord van Damm's Pillager - which gave just 15% Spellvamp. Gunblade now gives essentially 15% Lifesteal, 15% Spellvamp and 15% health back from on-hit effects.
