So if thresh is the lee sin of botlane...
is blitz the garen?
One is so overloaded and the other so binary its unfun to play against. Its likely thresh will see some likely minor nerfs but will blitz see a rework?

I feel like blitz has a place in the game, even if he's not a well designed champion.
He offers the hardest of hard engages in the laning phase (and i can only think of gragas ultimate and an inSec Lee ult that can rival it afterwards. Bringing the enemy carry to your team.
It's a really binary playstyle, i agree. He hits hooks he gets his carry fed, you dodge them and he doesn't do much. Maybe he needs a rework. Either way though, i think a support with a relatively safe yet really strong engage ability is necessary. It keeps stuff like soraka in check. It makes sure adcs learn to take care of themselves rather than just let the support keep their opponent from engaging and just afk farm. It also let's support players have an option where they can reliably carry (read get their carries fed) by superior play even if their ally isn't that good. A Leona can land a perfect e to engage a won fight, but if the adc is too slow to follow up, prioritizes the wrong target, doesn't use heal (if needed / in response to theirs), etc... the Leona will just die for free. If blitz lands a hook? Pretty much a kill or at least a hugely favorable trade (which may get a flash).
What I'm saying is: First, we need a champion that has the kind of power that blitz hook has Second, with that much power in a regular ability there isn't room to put much elsewhere Result, blitz ends up really binary and can be unfun. I'd rather he exist than not though. Perhaps riot can rework him to be more dynamic but i don't see how that can happen without overloading him. Thresh's hook is noticeably weaker and yet his dynamic kit makes him quite overloaded, even when he's not op.
Considering his 100% pull (over walls too), Blitz is justified in being binary. Such a powerful tool needs to be attached to an equally underwhelming kit. Else you're just overloading the champion. Yet some people enjoy this kind of binary play style, where there is extreme emphasis on a single ability, and it's their job to maximize the consistency of the ability.
But, yes, thresh is the overloaded untouchable of bot lane.
