Wow, so 20% cd & 50% attack speed isn't enough for you?

it isalready strong on champs that can make good use of it. In other words Kayle and teemo. WW, Varus, Azir, Jax and a couple others can make use of it effectively but it is not really justified compaired to other items.

The issue that most champs can't make good use of all of its stats.

Now say for example Irelia had better AP ratios say Q had a .3 AP ratio and her W had a .25 AP ratio then you might see it on Irelia as an option to make more of her damage magic.

As it stands not many champions that auto attack enough to justify the attack speed would be better off with Phantom Dancers or Static Shivv. In the other directing you have champs like Lux, Leblanc and Ahri who would not get much out of the attack speed and are better off getting Athene's or morellonomicon.

I like it as a item but it is just not ideal for a lot of champions andRiot does not seem to like making champions that work well with Nashors or on hit magic damage items with attack speed.

That is why Wit's end which was a solid item back in season 2 has become basically nonexistent when the price was increased with the on hit MR reduction being added. Much like Nashor's only a few champions have a kittha t well enough fits what it does. It use to be core on Irelia but with Irelia's kit only having her E for magic damage the current Wit's end is not worth the cost.
