Boring champions need to exist to help newer players learn the game.
Its tricky to balance 'boring' champs into 'high skill' champs.
On the one hand you want higher skill champs to be straight up more powerful when played correctly. Why would anyone go through the trouble to learn to play Azir if they can win games just as easily by playing Annie?
On the other hand you can't make them THAT MUCH more powerful or they become oppressive in the right hands, like Azir or Yasuo
Then first define what "boring" for you is.

On one hand, I agree. Boring champions that aren’t necessarily unhealthy shouldn’t be changed or at least changed before unhealthy champions.
But then we have reworks like Taric, who was mainly reworked because his kit was more unfulfilling than it was unhealthy but his rework imo is still a good one.
What makes a champion boring? There are quite a few videos on YT from high level Koreans or lol analysts who point out that if you have stopped improving mechanically with a champ, either there are a lot of subtle mechanics you could try to improve, or there are a lot of other areas of gameplay that you can improve in.
Boring is a necessity, but it's more a low skill-floor. e.g. He's some training wheels so the game isn't completely unfun when you start. If you get dumpstered constantly while starting, you won't stay.
You failed to provide any sort of argument whatsoever to support your assertion, and your statement is based on a false premise (that champions are reworked because they're "boring").
Trying to change your mind would therefore be a waste of time, as your understanding of the game is obviously emotion-based rather then logic-based.

I am a firm believer that champions of all mechanical levels should exist in the game.
Easy and boring champions exist for people who just want to play casually and don't feel like improving or tryharding.
People who want to push themselves mechanically can always pick up the harder champions.
Booring is fine on some champions.
The problem is when 'booring' means scaling and the game ends or is decided by 20 minutes.
Also 'booring' is different from 'noninteractive' even champions which some people normally would call booring... Say
is still interactive and fun because of the last hit mini-game.
I don't think being booring is ever the main reason for a rework -- a factor perhaps but I'm pretty sure the main reason for a rework tends to be:
To me are boring because there's not a lot of varience in what you can do with their kits. They do pretty much what you expect them to do and nothing more. You can't go beyond what their kits were told to do. In otherwords they're pretty static.
If you're going by boring as in simple mechanics. I agree with you. I see so many people complain about reworks for champions because they're too "linear" that their kit is bland. Many people complain about champs that they don't even play and say "I'm going to play them now because they actually take skill" then go back to playing their mains. Not every champion has to be complex nowadays which is what I've been seeing with many reworks. I know so many people who dropped their champions just because the change was too severe.
If by "boring," you mean "simple," then I totally agree with you. Simple champions need to exist in the game, both for new players to the game and for those who don't like playing super-mechanical champions. I know I tend to prefer champions that are a little more simple in terms of gameplay. But if by "boring" you mean "unfulfilling to play," I think that's an issue. If there's an issue with a champion's kit where they don't actually feel fun to play as, then that's something that should be ironed out. Granted, this is a subjective feeling rather than an objective truth, but I think that if enough people said "hey, this doesn't feel nice to use," then it'd be worth investigation.
Boring is pretty subjective. I'm sure a lot of people think the usual roaming friends champs are boring
If nobody plays a champion, Riot can't get $$$$$$$$$$$$$ because no one would buy the skins or the champion. I'm not saying Riot is greedy(like a lot of people do) but business would probably be quite an important thing on their list.(how would they keep making amazing stories, skins, and champions?)
whats boring and whats not is entirely subjective.
there are champions that bore me to tears, that other people like to play. and my own champions are probably boring to enough other people.
Not really gonna change your mind, but I do want to add that the less "boring" more APM intensive champions really don't deserve to have higher throughput, just because you're hitting more keys. Yet for some reason these "harder to play" champions tend to always have that difficulty compensated with power, making them easier...
It's like they don't want to cater to people who want a challenge when playing a champion... well besides
he's pretty tough and really is only equally powerful to anything else in his current state.

Eh you can't really define boring, it is like beauty, everyone see's it different, while i find Xerath and Rek'sai amazing and fun, others might think they are boring as shit to play, while thinking that Kayle or Garen are amazing and fun
