I talked with a Rioter and they said, and I quote, "Hey, i'll be helping with your issue today! Some time in the future, the Nami icon will be available in the client store. We're focused on handing the icon out to those who've earned it in the Oceania region first."
So we will get the beautiful icon in due time.
