Buff RoA if we're moving towards shorter games, make it cheaper or it stacks faster

I personally think they should make it 3000, keep the stack speed the same, remove the catalyst bit, and give it spell vamp. With the high damage creep and ad meta spell vamp is a good option again to slow things down and give mages some extra hp sustain.
