Why is Tahm Kench getting nerfed in 9.16

Some of the planned nerfs and buffs are great such as Ezreal, Sivir, Ziggs, and Riven (I swear to god if its another compensation "nerf" like last time). But seriously why is Tahm Kench getting nerfed again?! He already got butchered by 9.14 but thankfully got revived out of Galio tier thanks to a Hotfix. Thanks to that hotfix he is the closest he has been for a while sitting at 50.14% win rate at top lane in Plat and 48.75% as support in Plat according to u.gg.

Sure it's not perfect but at least it is close to the right spot so why is he getting nerfed out that range? Plus this patch is also planned to buff Jax and Lux because they totally need buffs.

I feel like there are two different people that are fighting back and forth trying to balance Tahm. One is a person who has been actually trying to balance him by giving him that mini rework back in 9.9 and the compensation buffs while the other is someone who isn't even trying and just gutting him as much as possible because someone at Riot decided to go toplane for the first time and had to face him and rather than nerfing him where is too oppresive they just butcher him by making his Q consume his stacks.

Because hes still being played in support (in coordinated play), his ally w was balanced in the meta where he was originally released in, infact he was seen as "useless" by pros as recent as seasons 6 and 7 before the assassin meta and burst damage started going out of control, now positioning and having someone to stop you from dieing instantly is all that matters...

Also riot had no idea how to compensate tahm kench for his ally W nerf, they gave him a stupid buff to his q slow which simply made him oppressive against immobile champs, then they nerfed him for that but instead all they really took from him was his q stacking mechanic (his only tool against mobile champs)

THEN THEY BUFF HIS Q SLOW TO BE EVEN MORE OPPRESSIVE AGAINST IMMOBILE CHAMPS SO HE IS PUSHED EVEN MORE INTO A ROCK PAPER SCISSORS BS STATE

Seriously you cant make this crap up...

Pre 9.14 q stun 1.5 seconds, q slow 2 seconds, q cd 4 seconds.

Post 9.14 hotfix buff 2 second stun, 3 second slow, 5 second cd...that's a 1/3rd increase to q cc with only a 1/4th increase to cooldown...

Yes he can only stack with his autos now but...DOES HE REALLY HAVE TROUBLE STACKING ON IMMOBILE CHAMPS? No, I still bend immobile champs over as tahm kench even more than before yet I am even more useless against anyone who has a dash and for some reason riot is sitting proud patting themselves on the back for this disgusting display of enforcing a counter pick burst meta.

it's awful, he didn't need to be nerfed that hard honestly. at least bring his Q stacks or the movement speed buff with his W back Please riot fix this smh

Because even after nerfs he has the highest win rate in league?

He's above 55% as support.
