The Reason every Ryze Rework fails
Is because none of them are true reworks.
The core problem with Ryze, is his core concept has been kept in every single version, when it's his core concept that's the issue itself.
The Concept of ryze Spell slinging mage, who is kinda tanky, with low cooldowns and very reliable abilities. -Also scales amazing -Also decent in early game -Also decent in late game -Also roams just as good as an assassin -Also serves the job of being the AP carry
This champion is just simply to much
If you compare ryze from day one, than compare it to todays ryze, outside of the shiny new paint job, you would actually think they are the same champion except one has shiner graphics. And they are. He still has his point and click snare, he still has his point and click E that goes bouncy bouncy. The only two things that have changed about him is q is now a skill shot. (but other than that still the same but even better) and they took away his over powered as hell ultimate, and thank god for that.

These reworks do nothing, because none of them are reworks, infact one can argue, that it's been nothing but buffs.
Why do you think the newest ryze doesn't have desperate power anymore? For riot knows for fact if he still had that ultimate, Ryze would be indisputably the best champion in the game, for every role. Removing Desperate Power from his kit was a "desperate" move to remove power from his toolkit, and even than it still failed.
If we want a Ryze rework to work, than what has to happen, is the entire champion itself needs change.
Not just as shiny new coat of paint. An actual change.
