It'll be ok if you have LDR as well, but not for it's use against tanks. It's much more effective combined with other flat pen, but LDR is ok too. It also depends what you're missing. If you don't have a defensive item, sell it. If you don't have %pen, and there are tanks on the enemy team, sell it. If you don't have lifesteal, sell it. If you only have 50% crit, don't sell it.
