I thought this game couldn't stoop any lower on the absurd dmg scale... but it's riot, so obviously I was wrong. The game is so fucking awful that one mistake means you probably lost the game, because enemy just gets so much gold, only hope if they fuck up too, even harder than you. And now braindead champs like garen are also one shotting me. LOL this game is just, I have no words after 6 years man...

Every rank is suspose to represent some level of different skills. You can group certain ranks together to make a different point of categorization. You have to take into consideration of the context behind players calling and what they consider to be low elo. Challenger can say Master is low elo and its no different from a Master calling diamond low elo and THAT is no different from Plat calling gold low elo.
He and I are both Diamonds so when i say low elo, im refering to everyone below me BUT the higher the rank you are, generally you dont see "high elos" making post like this because most of the time it is beneath us because we know better. We know better in that we have better mentality, better understanding of the game, and acknowledge that to win the game you have to get better and not focusing more on what your team mates are doing or not doing.
This post kind of puts a stain in the diamond players but it also shows that there are people like this in hgiher elo just not as much. That goes with trolls and what nots but doesnt meant they dont exist.
Also, being diamond doesnt mean i consider my self to be high elo because there is always room for improvement and there are always going to be better players than me. Im not ignorant to my own abilities compare to others.

200 games sample size for comparison azir has 55% poppy has 61% quinn is at 55.8% jax jg is at 70% elise at 58.5
at plat + he is 53% at d+ he is 52%

Garen lost a lot of tankiness and survivability. Perhaps he is still the tankiest juggernaut, but in that aspect, only a shadow of his former self.
His iconic healing factor passive has been reduced to about 1/4 of its previous effectiveness. It's barely an ability.
His W passive has been reduced by %40 and stacks much more slowly. The active, previously his best ability, has also been drastically reduced, as you noted.
It could be argued that he no longer needs this tankiness to survive early game, since he has more suitable amounts of damage at his disposal now. However, these tanky abilities generally did not come online until mid/late game anyway.
What you guys will notice is that, while Garen is biting a lot harder than you've come to expect in laning phase, his agency in late game has been drastically reduced. Garens report losing more matches, unable to affect outcome in late game, falling off a cliff after 25m, etc...
Personally, I much preferred the previous playstyle. Apparently, I am in the minority of Garens, though.
Nerfs are in Garen's near future; this is just another overtuned re-work. Without an early OR late game, perhaps more Garen players will see it my way...
