Am I the only one who things that if they nerfed this thing, moved it to a lower tier so it could be picked up on your off-rune page, and reformatted to give more sustain and less gold it could fix top lane?

Top lane, imo, sucks largely because jungle has so much more influence on Top than mid or bot, and overall your influence on the game isn't great to begin with. What if klepto gave you more pots, and instead of gold reduced your summoners by 10 seconds (at the same frequency as you get gold now).

That would allow for less jungle influence, more TPs, and smarter top lane game play.

At any rate. One man's opinion.

The only problem is that most top champs don’t use Klepto as well as nasus or gangplank. Except for maybe a troll Klepto taric top I can’t really see any other top laner getting Klepto, there are better keystones for them I think.

And that would be really weird for having Klepto as a regular rune, it would be pretty op to have what you suggested as a rune that gives you free gold and potions while also having a keystone like unsealed spell book to then lower your summoner spell cooldowns by even more.
