Is 99lp a ranked design?

I think it is, I think if your MMR isn't high enough to be in the next division and your lp gain lands you at 100 or 101/102 lp it gives you 99 as a "prove yourself" game

It sucks so much, I got Gold 3 99lp and now Gold 2 99lp. I was at Gold 2 20lp, then I went on a 4 winstreak: +20 +20 +20... +19. I know that lp gain/loss can go down with games played or maybe my MMR is high but I matched with players in my rank so my lp gain is lower, but I think this points to 99lp being a design

Has anyone else hit 99lp fairly often? I don't think it's coincidence to hit this number twice in a row

Bruh tell me about it. I legit get to 99Lp and have a good win streak and then suddenly I go into a huge lose streak and potentially drop a rank or go back and forth games (Lose/Win/Lose/Win...)... And all the games I lose the streak in normally have someone incredibly lower rank (Iron or not ranked at all) in them, or I get someone who has a huge lose streak due to their negative MMR from trolling/afking/inting.... I really think it is rigged.
