But they also buffed their base mana...Riot wants everyone's early game mana to be higher but keep their total mana at LV18 overall the same.

You have less mana at level 18. One whole level that you often don't see. That is beyond irrelevant in comparison to having 50 more mana at level 1, especially when you take into account the fact that Doran's Ring scales absurdly into the late game in comparison to last season's version.

The compensation is very good.
