Does Soraka need another rework or just nerfs until nobody plays her again ?

The latest nerf I really don't know how much it did, but it seems to me they accomplished just the opposite of what they wanted. Soraka will just stay even further back and heal, not even trying to hit the Q since the nerf and stock up on pots. People will still complain and ban her. If you keep up with the same nerfs, people will complain about her again, only now her team will complain, when someone picks her. Maybe give her something like her old W back, no health cost but with a much greater cooldown and possibly giving ad/ap.. you can honestly do whatever, just not like it is now with 1.1 sec cooldown on 40%, which is just absurd, for soraka cuz of the health loss and for the enemy. I think Q is fine, giving a somewhat hard skillshot if you hit it in the center. E could be more interactive than just putting a circle on the ground and people going around it. Maybe another skillshot with some CC/dmg like velkoz E. Idk, there's a lot of things you can do with Soraka as you should, because I don't like seeing everybody calling her toxic and I would like to play her without feeling that every time I heal someone, people will rage.
