Honest question. You can't poke with it because it's narrow and really short range for a skillshot and even if you do hit someone with it it does hardly any damage, so I honestly don't see the reasoning for it. Seems more like it was a change made just to change him.
It'd have been much more preferable to I and other Veigar players if you just made his ult a skillshot instead of his Q.
Q is now a skillshot that passes through the first target hit to get the second (so farming's a lot easier). -- Freeing up Baleful Strike to cover more range and doubly enable his AP-stacking minigame was a natural change to Veigar's kit and made his laning better. -

Just think about how much more annoying Veigar would be if it was point and click. Not fun especially since he infinitely stacks AP.
It's now a tool to farm 2 free AP every 4 seconds when maxed
It's not TOO short range actually. It's not long range, but I wouldn't call it SHORT to be sure.
I haven't played for a few months cause I am playing MH World and clearing out my game backlog, but Veigar is one of my mains. I played him before his rework as well.
Since the change to his Q his poking and farming are both better because you can either cs twice with it or line up poke through a creep last hit. Remember, hitting champs with skills gives you ap now as well so even if your poke doesn't hurt much early it will add up and let you get an easy kill at level 6 if your opponent isn't careful.
Veigar is at his best when you can force your opponent not to roam early. If you trust your team you can take turret if they try to roam and if not you can try to follow them.
Anyway, I haven't played much this season so idk how he is now, but his skillshot was fine last season.
so he could be less oppressive and not be braindead
that's because its not designed as a harass tool, its a farming tool. and making it point-click would cut his farming by 1, being that it normally can hit up to 2
