i went 100 games with a chat restriction. not one report. until the last game when this premade sits there and purposely throws the game to make me mad, and then mass reports me at the end. if you slap me with another chat ban over this im just gonna quit this game. i'll play heroes of the storm and give them all of my money instead. at least they don't have a garbage punishment system

You learned nothing obviously and still blame Riot for your behavior. Honestly if you want a game where you can flame and abuse people without repercussion got play original recipe DOTA, that community is toxic as HELL on Wheels. No punishment there for being toxic.
