Hecarim - living up to his concept?

For me Hecarim is supposed to be the embodyment of speed. His passive, his ultimate, his E, his looks - everything just screams "you can hide but you can't run!".

Sadly he doesn't live up to his concept. His mobility (talking about runspeed, not dashes) is severely outclassed by no other than Udyr - a weird shaman with identity crisis. (Jungle) Or he's gettign completely outkited a by a damn bird (Quinn & Valor). (Top)

His E having 24 / 22 / 20 / 18 / 16 base cooldown and only 3s duration feels incredibly wrong to me, especially since it takes time to ramp up speed - resulting in an average speed not much higher than what other champions on a lower cooldown have.

After the removal of Force of Nature and Shurelia's the very foundation of his viability was severely hurt.

His ultimate still is strong and if used correctly it can change the tides of battle, but I really feel like Hecarim should be looked at if he still manages his role. Especially since the new jungle (PBE) isn't kind to him either.

YES, just yes. For being the spectral horseman he feels so damn slow. You gave 2 names of champions who can outrun him but the list is far longer than that. This is mainly due to the diminishing return placed on movement speed. One of the main issues is his long CD on his e and its short duration as you sated.

I feel like Riot could start by changing one aspect of his e, and seeing how that goes. Personally i would like to see the active movement speed bonus increased or the duration increased.

Just implement one of these changes, see where he is at after and then move on from there.

The only other gripe I have with Hecarim other than his movement is the damage of his ultimate and the lack of damage for landing on an enemy. Classic Hecarim felt so damn rewarding when you landed directly on your enemy for that extra 100 damage. Now with the riders being the only source of damage it just feels so... bland. Even comparing Hecarim's ultimate to Amumu or Malphite you see it is leagues weaker in terms of cc, damage and avoid-ability (Hecarim's ultimate is painfully slow moving for being a "horseman's charge").

One interesting idea: What if Hecarim's passive further amplified bonus movementspeed instead of transforming it into attack damage?

What kind of MS do you start off with on Hec? I usually run a MS quint and the MS utility mastery. Helps his clear time, damage and chasing.

I play with MS quints and i believe that starts me off with 361.

345 base MS x 1.045 (3x 1.5% movement quint) = 360.5 or 361

That's 16 movement speed... barely worth anything. With his passive that is a bonus of 2.3 AD.

I said it helped, I didn't say it was a god send lol. It would be nice if his passive stacked a little more multiplicative, but that could turn out some nasty builds.

I'd start with his W, not his E. It doesn't really have anything to do with his concept...it's kinda just there.
