Bot turret being too weak

So I played my first game of ADC in about a week today. Died to a gank to Shaco against Xayah Ornn. We both die, no big deal. Come back at about five minutes, tower is at like 60%. Xayah comes back with BF while I had two long swords, I already wasted both summa but died. I die again, and bot tower is gone before 7 minutes from one gank. How is that good balance, that you lose tower at level 4 with 33 CS? Like dude, I get I made some mistakes but taking my tower before 7 minutes? What the fuck, I'm not even level 5 yet. Bot having no resistances early is bogus, it punishes you for even just recalling, let alone dying.
