Why not? Revert all the leap range nerfs. Make it so that Silences stop her from jumping around. Soraka becomes an okay pick. Fiddlesticks as well. And if a Garen catches a Kalista with Q then she's a dead Kalista.
It doesn't fully make logical sense but neither does a lot of things in League. Corki being caught by traps, respawns, the existence of Teemo etc.

She lacks the reliable peel or kill threat of most other supports, but she makes up for it by excelling at healing far more than anyone else. The play style is typically a little different, but not in a bad way.
