Why is second wind the best rune in its branch?

I’ve looked at recommended rune pages for Tahm Kench top on champion.gg and Op.gg and both say that having second wind is the highest win rate. I was wondering why this is the case. To me second wind seems pointless because your grey health should regenerate your lost health anyway. Shouldn’t conditioning be better on him because it will make him a better tank late game?

You have your gray health, yes...But both together is even stronger. It's why Teemo used to run DFT a lot - It's more of what you're already doing.

Also, just a quick headsup: Your title is a bit misleading. It isn't always the best - It's just generally the best for Tahm Kench in particular.

Your late game strength will be determined by the outcome of your laning phase and taking second wind makes it that much easier.
