Remove GW from Morello, add a new item for AP that includes it

Since Morello now grants the highest amounts of any stat a mage could ask for besides health-- AP, CDR, Mana-- it does not need the grievous wounds passive, and the existence of this passive somewhat locks the designers out of creating an AP GW item that works more than 40% of the time.

A new item should be created that inflicts grievous wounds for AP champions, without the condition that the enemy be below 40% HP. My suggestion for its stats would be:

80 AP +200 HP Eyes of Pain passive (15 Magic pen) Grievous Wounds passive on spell damage

Same build path as Liandry's Torment

An item such as this would not be too overpowered because mages cannot constantly apply the GW with spells the way adcs/bruisers can with auto attacks on Mortal Reminder, but it would allow someone who's behind to actually contest against visage without absolutely needing the ADC to both be competent and present at all times. The hefty price and lower HP than Liandry's in exchange for the GW passive would allow champions with in-kit healing to keep their advantage into the mid-game.
